The City's Red Light Safety Camera Program has seen a 70% reduction in intersection accidents since the program began. There are 12 locations in the City that have the cameras.
If you receive a Red Light Safety Camera (ATS) Notice of Violation from the City of Balcones Heights, you can pay your ticket at the following location:

In order to pay your Red Light Safety Camera Notice of Violation, the following is required of the individual.
- The Red Light Camera Notice of Violation mailed to the registered owner.
- If the customer does not have the Notice of Violation, the license plate information of the vehicle that received the Notice is required in order to pay for the ticket.
- If the customer does not have the Notice of Violation or his/her license plates, a valid Texas Driver’s License or a Photo ID is required.
- Payment can be made with cash, check, money order or with a credit/debit card. If paying with a credit/debit card, there is a $5.00 convenience fee. (If the Notice has been sent to Collections, Cash, Bank money order or a Bank Cashier’s check is required for payment of this violation).

- What information is required of me in order to obtain the information on my Notice? You need to know the License Plate Number of your vehicle. If you do not know the License Plate Number of your vehicle, we will try to get the information from your Texas Driver’s License or Photo Identification card.
- What if I was not driving the vehicle at the time the ticket was issued? You can submit a Declaration of Non-Liability stating the name and address of the person who was driving the vehicle and the ticket will be transferred and mailed to that individual. The Declaration of Non-Liability must be notarized.
- Can I pay someone else’s Notice of Violation? Yes you can pay someone else’s Notice of Violation.
- Will this Notice affect my Driver’s License and/or Insurance Rates? No, this is a civil violation and will not be recorded on the owner’s driving record or reported to your insurance company.
- Can I contest this ticket? Yes, you can, however, it has to be done by the due date of the Notice or you have waived your rights to contest. The procedures to contest a ticket are as follows:
- What happens if I don’t pay this violation? Failure to pay this violation by the due date will result in a $25.00 late fee. This violation will eventually go to a Collection Agency and may result in the County Tax Assessor-Collector refusing to register the vehicle.

- To pay by phone, call the Customer Service toll free number at 866.790.4111. You will need your Notice and Pin #, which is on the front upper right corner of the Notice of Violation.
- To pay in person – Balcones Heights Police Department, 3300 Hillcrest Drive, 2nd Floor, Balcones Heights, Texas 78201. (Between the hours of 7:30 a.m. and 5:30 p.m. Monday - Thursday & 7:30 a.m. - 11:30 a.m. on Friday).
- To pay by mail, mail a check or money order to the Balcones Heights Police Department, Photo Enforcement, 3300 Hillcrest Drive, Balcones Heights, Texas 78201.
NON-JUDICIAL ADMINISTRATIVE HEARING: There is an additional $50.00 assessment that is due immediately for an Administrative Hearing. You may appear at the Balcones Heights Police Department located at 3300 Hillcrest Drive, 2nd Floor, Balcones Heights, Texas 78201, by the due date of the Notice and request a Non-Judicial Administrative Hearing. If you are found “liable” after a Non-Judicial Administrative Hearing, the fine amount will be $75.00, and is due immediately after being found “liable.” Persons residing outside of Bexar County and handicapped persons may have a Non-Judicial Administrative Hearing by sending a written affirmative defense to the Balcones Heights Police Department, Photo Enforcement, 3300 Hillcrest Drive, Balcones Heights, Texas 78201. An Officer will review your case and you will receive, by mail, the determination that was made. If you are found “liable” after a Non-Judicial Administrative Hearing, you will have to pay the initial $75.00, and an additional $50.00 for the Administrative Hearing fee, which must be paid within ten (10) days by mail.
MUNICIPAL JUDGE: You may appeal the decision of the Administrative Hearing to the Balcones Heights Municipal Judge within the (30th) day of the Non-Judicial Administrative Hearing decision. The Non-Judicial Hearing Officer shall schedule a hearing and notify the appellant of the date, time, and place of the hearing. The appeal to the Municipal Judge requires the filing of a $50.00 bond. If the Municipal Judge rules in favor of the appellant, all fees paid by the appellant shall be returned. An appeal stays enforced and collection of the civil penalty is imposed against the owner of the motor vehicle. An appeal under this section shall be determined by the court by trial.
