The Finance Department manages the City’s financial operations while complying with Generally Accepted Accounting Procedures (GAAP), Government Accounting Standards Board (GASB) pronouncements, and all applicable federal, state and city laws. We are involved in nearly every component of city business. Our responsibilities include: processes and controls, financial activities, general accounting, and reporting.

Director of Finance Floyd Messick
Floyd T. Messick has served as Finance Director since March 2015.
Messick retired in May 2002 after 22 distinguished years in the United States Air Force. His career included Research and Development, working for the Air Force Intelligence Agency, and Resource Advisor. He was stationed at various locations in the United States, Europe and the Middle East.
Floyd graduated Cum Laude with degrees in Accounting and Finance from the University of Texas at San Antonio (UTSA) in May 2012. He began his career as the Finance Clerk for the City of Balcones Heights in October 2012. He advanced to Finance Director in March 2015.
Floyd is a widower and has a daughter, a son and one grandchild. He is a regular member at the Community Bible Church.
