TCMA President Elect, David Harris, City Administrator

The TCMA Board and Nominating Committee is happy to notify the TCMA Membership that due to an uncontested election, David Harris, City Administrator, City of Balcones Heights will immediately begin serving as TCMA President-Elect. The election has been canceled per the TCMA Constitution Article III Section 6E. Your participation in the petition process is appreciated. Please take time to welcome and congratulate David.

David has more than 25 years experience in management including 20 years in local government management. He began his current position as city administrator of the City of Balcones Heights in October 2014. He has also served in various leadership positions in the cities of Alamo Heights, Schertz, Hill Country Village, and Terrell Hills, as well as Bexar County.

Before receiving his master's degree in urban administration from Trinity University in San Antonio, he worked in management positions in the tourism industry with Holland America Line/Westours in Alaska and Washington State. In addition to his master's degree, he has a bachelor's degree from Whitworth University in Spokane, Washington. David is a native San Antonian.

David is a Credentialed Manager with the International City/County Management Association, a member of the International City/County Management Association, the Texas City Management Association, the International Hispanic Network, Government Finance Officers Association, and has serves as TML Region 7 Secretary. David is current treasurer for the Alamo Heights Rotary Club.  In the past he has been active with the New Braunfels Rotary Club, the Schertz Chamber of Commerce, the Schertz Sweetheart Court, the Fiesta San Antonio Commission Executive Committee and the Miss Fiesta San Antonio Scholarship Pageant.

In his free time, David enjoys spending time with his nieces and the rest of their family. He also enjoys the outdoors, running, backpacking, and skiing.
